Sadly he's not. I wish if they would've made the anime longer and more based on the manga, he would've had a pretty good role and he seems like a silly character (aside when he actually has to be serious). When I first saw his character, he reminded me of a one eyed Duo. I think that Pip is also Australian.
And from what I gathered, aside from Cognito being created just for the anime, but Ferguson was only in the anime too and the not manga.
When I saw bits and pieces of the scans from vol.6 of the manga, I was nearly in tears of what kind of situation that Pip and Seras were in. The creator has no heart. >__
